Robert J. Kastner, MD, FAAFP, FACEP Medical Director
Dr. Kastner is board-certified and a Fellow in Emergency Medicine and Family Practice and has added board qualifications in Adolescent Medicine to complement his 20 years of experience in emergency medicine and urgent care. Dr. Kastner has served as Medical Director of both the Camp Lejeune Naval Hospital Emergency Department and Emergency Medical Services. He also served as Medical Director of a 24-hour emergency facility on the Outer Banks. Dr. Kastner earned his degree from Eastern Virginia Medical School and completed a Family Practice residency with the Medical College of Virginia.
Kelly Sebastian, Administrator
A native of Pittsburgh, Pa., Kelly moved to Jacksonville in 1999. She has worked in the healthcare field since 1995 and is educated as an Administrative Medical Assistant and is a Certified Professional Coder. Kelly has applied her knowledge and training in both professional and corporate settings. She has been with Med Care since 2005.Kelly is currently finishing her degree in Business Administration and intends to pursue a Master's of Business Administration.
Dee Taylor, RN, OHN Occupational Health Director
Ms. Taylor has been nursing in an acute care setting for 12 years, five of those with Med Care, first as Clinical Director and currently as Occupational Health Director. She is CAOHC certified as Industrial Audiometric Technician and is a member of theAmerican Association of Occupational Health Nurses and the American Society of Safety Engineers. She is a Breath Alcohol Technician Instructor and is “Train the Trainer” certified for DOT drug screen collections.
Jonathan Blackmore, DO
Dr. Blackmore is board-certified in Family Medicine. He received his BS summa cum laude from Edinboro University of Pennsylvania and received his Doctor of Osteopathy from Philadelphia College of Osteopathic Medicine in 1992. He completed a Family Practice residency at Millcreek Community Hospital, Erie, Pa., in 1995. Dr. Blackmore has been with Med Care since 2007. Dr. Blackmore was a member of the U.S. Alpine Ski Racing Team and enjoys competitive stunt kite flying, water sports, hunting and fishing and is an avid golfer.
Kern L. Barrow, PA-C
Mr. Barrow holds a BS from George Washington University where he completed the Physician Assistant Program in 1979 and is a veteran of the U.S Navy. He was trained as a Hospital Corpsman and has used his experience and education in emergency medicine, orthopaedics and urology. A dedicated family man, Mr. Barrow lives with his wife, Sharon, and treasures the time he spends with his grandchild who shows him “the wonder of this life.”
